1. Acceptance of Terms

These Terms and Conditions constitute a legally binding agreement between you (the "User," "Player," or "You") and phlar (the "Company," "We," "Us," or "Our"), a PAGCOR-licensed online gaming operator in the Republic of the Philippines. By accessing phlar.cam, creating an account, depositing funds, or using any phlar services, you expressly acknowledge that you have read, understood, and agree to be bound by these Terms and Conditions in their entirety.

If you do not agree with any provision of these Terms, you must immediately cease all use of phlar services and close your account. 2. Eligibility and Account Registration

Accounts found to be held by individuals under 21 years of age will be immediately suspended, all bets voided, and funds forfeited in accordance with PAGCOR regulations.

2.2 Jurisdiction

phlar services are intended exclusively for residents of the Republic of the Philippines. You represent and warrant that you are physically located within the Philippines at the time of account registration and during all gaming sessions. Use of phlar services from outside Philippine territory is strictly prohibited and may result in immediate account closure and forfeiture of funds. You acknowledge that it is your responsibility to ensure compliance with local laws regarding online gambling in your jurisdiction.

2.3 Account Information

You agree to provide accurate, current, and complete information during the registration process and to update such information to maintain its accuracy. You are responsible for maintaining the confidentiality of your account credentials, including your username and password. Upon discovery of multiple accounts linked to a single individual, phlar reserves the right to close all related accounts, void all bets, confiscate balances, and revoke any bonuses or winnings obtained through such accounts.

3. Deposits and Withdrawals

3.1 Deposit Methods

phlar accepts deposits through GCash, Maya/PayMaya, bank transfer via InstaPay, online banking, and other payment methods displayed on the platform. The minimum deposit amount is One Hundred Philippine Pesos (₱100). All deposits are processed in Philippine Pesos (PHP). phlar does not charge fees for deposits; however, your payment provider may impose its own transaction fees. Deposits are credited to your account instantly upon successful payment confirmation.

3.2 Withdrawal Processing

Withdrawal requests are processed in accordance with phlar's standard operating procedures. GCash and Maya withdrawals for verified accounts are typically completed within five to fifteen (5-15) minutes during business hours. Bank transfer withdrawals submitted before 3:00 PM Philippine Time on business days are processed same-day. Withdrawals requested after this time or on weekends and holidays will be processed on the next business day. phlar reserves the right to request additional verification documents before processing withdrawals, particularly for large amounts or for accounts showing unusual activity patterns.

3.3 Verification Requirements

Before your first withdrawal, you must complete identity verification by submitting a clear photograph or scan of a valid government-issued identification document (Philippine Passport, Driver's License, UMID, SSS ID, or Postal ID). Additional documentation may be requested at phlar's discretion, including proof of address, proof of payment method ownership, or source of funds documentation. Failure to provide requested verification documents within fourteen (14) days may result in account suspension and withdrawal denial.

3.4 Withdrawal Limits

Standard withdrawal limits apply based on your account verification status and VIP tier. Unverified accounts may withdraw up to Twenty Thousand Philippine Pesos (₱20,000) per transaction. Fully verified accounts may withdraw up to Five Hundred Thousand Philippine Pesos (₱500,000) per transaction. VIP accounts may have higher limits as determined by their VIP tier. phlar reserves the right to split large withdrawals into multiple transactions for security and operational reasons.

4. Bonuses and Promotions

4.1 Bonus Terms

All bonuses, free spins, cashback offers, and promotional rewards offered by phlar are subject to specific terms and conditions that must be fulfilled before any winnings derived from such bonuses can be withdrawn. These requirements typically include wagering requirements, game restrictions, maximum bet limits, and time limits. 5. Gaming Rules and Fair Play

In the event of a dispute regarding game outcomes, phlar's records shall be considered definitive. 5.2 Game Malfunctions

In the event of a game malfunction, system error, or technical failure, all affected bets shall be deemed void and stakes returned to players. phlar is not liable for any losses resulting from technical malfunctions, including but not limited to: server downtime, network interruptions, software bugs, or errors in game display. If you experience a suspected malfunction, you must immediately cease play and report the issue to phlar customer support.

5.3 Prohibited Activities

The following activities are strictly prohibited and constitute material breaches of these Terms: use of automated betting systems or bots, collusion with other players, chip dumping, exploitation of software vulnerabilities, reverse engineering of game software, use of VPNs or proxies to disguise location, money laundering, fraud, or any other activity that compromises the integrity of phlar games or services. Violation of this provision will result in immediate account closure, forfeiture of all funds, and potential legal action.

You are granted a limited, non-exclusive, non-transferable license to access and use phlar services for personal entertainment purposes only. You may not reproduce, distribute, modify, create derivative works from, publicly display, publicly perform, republish, download, store, or transmit any content from phlar.cam without express written permission.

8. Limitation of Liability

To the maximum extent permitted by Philippine law, phlar shall not be liable for any indirect, incidental, consequential, special, or punitive damages arising from your use of or inability to use phlar services, including but not limited to lost profits, lost data, or business interruption, regardless of the theory of liability. phlar's total liability to you for any claims arising from these Terms or your use of phlar services shall not exceed the total amount deposited into your account during the twelve (12) months immediately preceding the event giving rise to the claim.

9. Dispute Resolution

In the event of any dispute arising from these Terms or your use of phlar services, you agree to first contact phlar customer support to seek informal resolution. If the dispute cannot be resolved informally within thirty (30) days, either party may pursue formal dispute resolution. These Terms shall be governed by and construed in accordance with the laws of the Republic of the Philippines. Any legal action or proceeding arising from these Terms shall be brought exclusively in the courts of Metro Manila, Philippines, and both parties consent to the jurisdiction of such courts.

10. Account Closure and Termination

You may close your phlar account at any time by contacting customer support. Upon account closure, any remaining balance (excluding unreleased bonuses) will be returned to you via your preferred withdrawal method after identity verification. phlar reserves the right to suspend or terminate your account at any time, with or without cause, including but not limited to violations of these Terms, suspicious activity, or as required by law or regulation. Upon termination by phlar for breach of these Terms, your account balance may be forfeited in accordance with applicable regulations.

11. Amendments

phlar reserves the right to amend these Terms and Conditions at any time. Material changes will be notified to users via email or prominent notice on phlar.cam. Your continued use of phlar services following notification of amendments constitutes acceptance of those amendments. If you do not agree with any amendment, you must cease using phlar services and close your account.
